Chris Wingert, P.E.

General Manager

Mr. Chris L. Wingert, P.E. is a native Texan who received a Bachelor of Science Degree in Civil Engineering from Texas A&M University in 1980.  He has been a Texas Registered Professional Engineer since 1985. He spent 27 years with the Colorado River Municipal Water District in Big Spring, Texas. He held various positions including Assistant General Manager. He worked extensively on the O.H. Ivie Reservoir, the 156 mile Ivie Pipeline, the Big Spring Water Reclamation Project and several other multimillion dollar water projects.

 

Mr. Wingert has held leadership positions in many professional organizations including: Past chairman of the Texas Society of Professional Engineers (TSPE) Water Committee, served on several Texas Water Conservation Association (TWCA) sub-committees, former Chapter Trustee for the American Water Works Association, and Past President of the Permian Basin Chapter TSPE.

 

Mr. Wingert became the General Manager of the West Central Texas Municipal Water District in April, 2011. The District currently has an annual budget of 4.3 million, owns and operates the Hubbard Creek Reservoir and related pipelines, and a staff of 24 people.

Ronnie Tilly

Asst. General Manager/Operations Manager

Mr. Seabron "Ronnie" Tilly is a graduate of Hawley High School, Texas Peace Officer License, TCEQ-Class C Surface Water License, NACE certification #43791.

From 1984 to 2002, Mr. Tilly was part-owner of Tilco Pump Service Equipment and Repair. He became a Deputy Sheriff for Taylor County and worked for the Maintenance Department at the Taylor County Jail from 2002 to 2008. Moving over to the City of Abilene for the Water Production Department as Maintenance Tech in 2008 then promoted to Lead in 2010-2011.

Mr. Tilly began his career as a Pumping/Operations Specialist in 2011 at WCTMWD then appointed to Assistant Operations Manager in 2013.

Christy Ferguson

Administrative Manager

Mrs. Christy Ferguson serves as our Administrative Services Manager and is an Abilene native as well as a graduate of Abilene High School. Christy earned a Bachelor's of Business Administration from Angelo State University and has 20 years of business and office experience.  Her career started at a small C.P.A. firm in Abilene by answering phones and doing data entry for the accounting office and later preparing financial statements and tax returns.  Christy worked for Athletic Supply of Abilene as the Controller and performed many of the financial duties including paying invoices, monitoring payroll, producing financial statements, and even provided customer service when needed.  At Hendrick Medical Center in Abilene, Christy worked in the Reimbursement Services Department and worked with administrators on Medicare and Medicaid reports and any other financial information needed.

After having twin boys in 1999, Christy chose to work part time in the accounting offices at Sears Methodist Retirement System (SMRS) and began as a data entry clerk for Medicaid claims and completed Medicaid cost reports and then later began to produce and monitor budgets, financials, and payables for some entities for SMRS.  In 2006, Christy came to work for the District as an Administrative Assistant to the General Manager.  She has worked with the Board of Directors since day one of her employment here at the District.  She was given the duties of Administrative Services Manager after the former CFO left to pursue other challenges.  As the Admin Manager, Christy manages the office staff, produces financial reports, monitors cash flows, provides Board administration, monitors payables and payroll, and serves in any area that she is needed.

Blake Woodall

Planning & Development Manager

Mr. Blake Woodall was born in Corsicana, Texas about 60 miles South of Dallas. His dad was a land man in the oil business, so that job carried the family to Saskatchewan Canada, Amarillo, and finally to Abilene in 1962.

​

Having lived here for over 50 years, Blake is a graduate of Abilene High School and McMurry University where he earned a BA.  He has previously worked in retail sales, the Boy Scouts of America, pharmaceutical sales, media sales, and property management.

​

Immediately prior to joining the District, Blake spent 19 years as the Abilene representative for State Senator Troy Fraser.  This experience provided Blake with numerous friendships and personal contacts at the local and state level.

​

Blake has two girls, both graduates of Hardin-Simmons University.  His older daughter teaches kindergarten with AISD… with her husband also working for the school district.  The younger daughter works in the title business here in town and her husband is one of our fine Abilene Police Officers.  His family also has two grandchildren.

​

Blake’s hobbies include racquetball, photography, painting and sketching.
